Accounts that tried the endmill config can try it again with extra usage.

Accounts that sent a custom endmill request, and tool makers with a Kabaido account, were given extra usage and had the endmill config switched on, so they can try it again with different tools. Nothing changes for other accounts.

NextCustom endmill requests open in the design module
