Will it stop us quoting a blade that cannot be made?

The design module checks kerf against plate, bore against diameter and the tooth pitch. The margins are examples you confirm.

Can we erode tips and machine bodies here too?

Yes. The Wire EDM machine module erodes tips from PCD discs, and the CNC milling machine module makes bodies from billet.

How many times can a PCD tool be re-tipped?

That is your rule. Each tool keeps its tip count and service history, and at its lifetime cap it needs an engineer's override.
