Quantity breaks and special prices sit against a product, category, schema, design module or service; the most specific wins.
Buying prices stay buying prices
A supplier price becomes a product's cost only when a buyer accepts it or auto accept is on, never its sell price.
After the invoice goes out
Once the invoice your accounting system raised is recorded, changing a line price needs explicit confirmation.
